Our evaluations
Evaluation helps us understand what works and what we can improve. This means we can deliver better results for road users, communities and the wider economy.
Through evaluation we ensure that robust evidence
- informs our decisions
- helps maximise the value of investment in the strategic road network.
We're committed to sharing evaluation findings in a timely, transparent and accessible way. This helps support learning, accountability and continuous improvement across our organisation and the wider transport sector.
Our Evaluation Framework
We want to turn evidence and insight into influence and impact.
Our Evaluation framework defines how we use evaluation to support learning, accountability and continuous improvement.
It's built around four themes:
Customer
Putting people and communities at the heart of our evidence.
Clarity
Communicating evidence transparently and accessibly.
Consistency
Building a reliable and proportionate evidence base.
Quality
Ensuring rigorous, credible and future-focused evaluation.
Read our Evaluation Framework.
Post Opening Project Evaluation (POPE) of major enhancements
Our POPE programme assesses the impacts of major enhancement schemes after they open to traffic.
It provides an independent, consistent evaluation of how schemes performed against expectations.
Findings help us improve future scheme design, strengthen business cases and ensure lessons are applied across our investment programme.
As our approach evolves, we’re broadening POPE to provide a richer understanding of how schemes affect
- customers
- communities
- active travel
- wider social outcomes
For more details of our evaluation methods, please refer to the Major Enhancements evaluation approach.
