Publication scheme

The aim of the Publication Scheme is to set out the classes of information we make available to the public in accordance with the Freedom of Information Act and the related recommendations of the Information Commissioner’s Office.

Introduction

The Freedom of Information Act 2000 (FOIA) gives a general right of access to all types of recorded information held by National Highways.

The FOIA places a number of obligations on us including the need to create and maintain a Publication Scheme. Our Scheme is based upon the Information Commissioners' Office (ICO) Model Publication Scheme as defined for wholly publicly owned companies.

If you can't find what you want through this scheme, or otherwise on our website, you may wish to submit an information request to us and we'll handle it under the provisions of the FOIA or the Environmental Information Regulations 2004 (EIR).

Charging for access to our information

We don't charge for responding to information requests within the ‘Appropriate Limit’ as defined by the FOIA Fees Legislation. This means that no fees will be charged unless the staff costs of collecting and preparing the information for release exceeds the compliance limit of £450 (or 18 hours work).

If we estimate that the costs of providing the information requested will exceed this limit we're not obliged to provide the information. However, we do advise you of the reason for the refusal, and provide advice on how to narrow down the scope of the request.

Customer Services Plan 2024-25

Our work goes beyond the management, development and maintenance of the strategic road network. For example, we have a major stake in innovations such as Digital Roads that are critical if we're to meet the challenges of climate change, carbon reduction and biodiversity.

Since 2013 we've also been responsible for maintaining historic railway structures across England, Scotland and Wales on behalf of the Department for Transport. This is known as the Historical Railways Estate.

The Strategic Roads User Survey (SRUS) has been developed by Transport Focus (Britain’s independent watchdog for transport users), so that we can measure our customers’ experiences effectively. It is our key performance indicator for road user satisfaction.

6. Open data and datasets

Our open data site enables open access to the definitive source of our geographical datasets.

Our geo-spatial data is published in compliance with the INSPIRE regulations.

Traffic England is a free website available to the public 24 hours a day, 7 days a week, 365 days a year. It displays the status of what’s happening on our motorways and major A-roads in England.

WebTRIS is our web-based traffic information service, which enables customers to access historic traffic data derived from sensors on our strategic road network (SRN). It's a graphical user interface that maps the location of automatic traffic counters or sensors along the SRN.

Services for which we're entitled to recover a fee

If you use the Dartford Crossing between 6am and 10pm - including at weekends and on bank holidays, you'll need to pay a fee, referred to as the Dart Charge.
