Everything we do, from designing roads to clearing incidents, helps keep traffic moving 24 hours a day, every day of the year. Although traffic levels on our network are increasing, our ambition is that delay will be no worse at the end of 2025 than it was at the end of 2020. Our plan for managing delay sets out how we’ll work towards this ambition.

Route strategies are a key part of Highways England’s planning for the long-term future of the strategic road network (SRN). This document sets out our vision for developing route strategies, with a wide range of stakeholders, in the second road period. It also describes how these route strategies will be used, including informing government’s Road Investment Strategy (RIS).
