Our Strategic business plan responds to and aligns with government’s second Road Investment Strategy (RIS2). It provides the high-level direction for every part of Highways England for the second road period (2020 to 2025), setting the outcomes we will work to deliver, and the strategic priorities for our business.
Our 2020-2025 Delivery plan provides the detail of specific funding, activities and projects we will deliver over the five years. It also discusses how we approach efficiency and risk management. It includes our performance framework, which brings together all our delivery aims for the second road period (2020-2025).

The National Highways Contracts pipeline sets out our purchasing intentions and approach over the period of the second Road Investment Strategy (RIS) 2020 – 2025.
Our 2019-20 report is based on a snapshot of data for 31 March 2019; our mean gender pay gap is 5.9% and our median gender pay gap was 2.2%, substantially lower than the current UK pay gap of 16%.
