How to apply
This page sets out the steps you need to take to apply to join the SEDPS.
If you meet the criteria outlined in the Who is eligible to join the SEDPS section and would like to apply, follow these steps:
1. Register on the eSourcing portal
Create an account for your organisation on Jaggaer, the National Highways eSourcing portal.
If you're new to Jaggaer, please read our SEDPS guidance notes to help you navigate the system.
2. Access the SEDPS documents
Once registered, go to your Jaggaer homepage and look for the section called “PQQ’s/ITT’s Open to All Suppliers”.
Here, you’ll find:
- the SEDPS selection questionnaire
- all supporting documents you’ll need to complete your application
3. Get support during onboarding

4. Start bidding for opportunities
After you’re successfully onboarded, you’ll be able to bid for any contract opportunities that interest you.
Because the SEDPS is a dynamic purchasing system, you have full freedom and flexibility - you only bid on the opportunities that suit your organisation, with no obligation to bid on every competition.
