New safety measures are being introduced at junction 7 of the M23 and on the A23 near Hooley village in Surrey.

M23 Junction 7 and A23 speed limit reductions
The 40mph speed limit along the A23 Brighton Road through Hooley village will be reduced to 30mph in both directions from Monday 31 March 2025.
The speed limit northbound from M23 junction 7, as it continues along the A23, will also be reduced. This is to provide a safe step-down towards the new 30mph limit through Hooley village.
The M23 junction 7 exit slip road (northbound)
- the new speed limit will be 50mph (reduced from 70mph)
The A23 London Road North between M23 junction 7 and Hooley village (northbound)
- the new speed limit will be 40mph (reduced from 50mph)
The A23 Brighton Road between south of Dean Lane and north of Netherne Drive (northbound and southbound)
- the new speed limit will be 30mph in both directions (reduced from 40mph)
New speed limit signs have been installed in preparation for these changes. They will be legally enforceable from 12.01am on Monday 31 March 2025.
Data from the past five years shows the number of collisions in Hooley is higher than the national average for this type of road and that speeding vehicles are a contributing factor.The safety of the people who use and live near our roads is our priority and these new, lower speed limits are designed to reduce incidents and encourage safer travel.
We have implemented other measures to further improve road safety in Hooley. This includes new traffic signals at the Star Lane and Netherne Drive junctions and a new red-light camera, which were installed last year.
We are also due to apply a special high-friction road surface treatment on the A23 Brighton Road at the Dean Lane and Netherne Drive junctions to improve vehicle grip. This work will be combined with resurfacing and white lining work which is due later this year. -

Consultation report now available
Following the consultation that we ran over the summer, the report summarising responses and details of how it took place is now available on our Citizen Space site.
The government has decided to take forward the proposals contained in the consultation.
The new statutory instrument which will implement the proposals set out in the consultation document will come into force in early 2025.

Project information
Overview
The M23 motorway located in West Sussex and Surrey, runs from Crawley to the M25 near London. The M23 northbound carriageway joins the A23 just south of Hooley village in Surrey. The A23 runs through Hooley village.
As part of an overall plan to reduce road traffic casualties in Hooley Village, we are proposing to reduce the speed limit on the exit slip road of the M23 to the A23 from 70mph to 50mph.
Speed is currently a significant contributory factor to collisions resulting in personal injury in Hooley village. These types of collisions are far higher than the national average for this type of road. Safety is our top priority with a long-term goal of achieving a zero-harm network.
Our consultation is now closed. It ran from 3 May to 14 June, 2024.

Benefits
Safer roads. Over the past five years data shows that the number of collisions occurring in Hooley village, resulting in personal injury, is far higher than the national average for the type of road. Speeding vehicles are a large contributing factor. The reduction in the speed limit on the M23/A23 northbound slip road will enable a graduated reduction in speed to match speed reductions being introduced through Hooley village by the local authority.
