Safety schemes in the North West region
We're installing average speed cameras at four different locations in the North West region, on the A585, A590, A66 and A663. This is part of our ongoing commitment to reduce the number of people harmed on the region’s roads
What we're doing
A detailed safety review along four routes in the North West region highlighted a high percentage of collisions resulting in serious injury and death.
Collisions have involved:
- speed at all locations
- vehicles running red lights at some locations
To improve safety and reduce harm to road users, we plan to install average speed enforcement camera technology at various locations along these routes. The cameras will enforce the existing speed limits.
When will work start?
We'll start work on site in Winter 2024.
We'll share exact dates on this page when we have them.
To minimise disruption to road users, we'll work overnight or during off peak traffic hours (9am to 3pm).
Locations
Here are the locations where we plan to install speed cameras. You'll also find information about when we are working and how this will affect you.
A66 between Dubwath and Cockermouth
We're installing average speed cameras at four locations between Dubwath and Cockermouth (Lamplugh roundabout).
We'll start work on Monday 9 December 2024.
Firstly we'll be installing:
- power supplies for the cameras
- signs informing drivers that there are speed cameras ahead
We'll install and calibrate speed cameras in January 2025.
When will we be working
We'll work overnight for around 7 weeks. We won't be working for two weeks over the Christmas period.
We expect to complete our work by the end of January 2025.
To minimise disruption, we'll work overnight using temporary traffic lights.
A66 junction with B5291 Dubwath overnight (8pm - 6am) closures - Monday 20 and Tuesday 21 January
We'll need these two overnight closures to work safely.
During closures, you won't be able to join or leave the A66 at this junction.
We'll divert traffic by Castle Inn/Peil Wyke road back through Cockermouth to the Lamplugh roundabout.
Disruption
Due to the nature of our work, we expect to generate some noise. There could also be minor delays to journeys. We'll do all we can to minimise disruption to the public so we can complete works safely.

A585 between M55 junction 3 and Windy Harbour
We're installing average speed cameras at four locations between M55 junction 3 and Windy Harbour.
We'll start work on 20 January 2025.
This will involve some two way and three-way temporary traffic lights.
When will we be working
To minimise disruption, we’ll work when traffic volumes are lowest:
- overnight between 8pm and 6am
- daytime between 9am and 3pm
We'll remove traffic lights during peak hours to keep traffic moving.
Due to the nature of the work, we expect to generate some noise. There could also be minor delays to journeys. We'll do all we can to minimise disruption.to the public so we can complete works safely.

A663 Broadway, Oldham
We're installing average speed cameras and red light traffic cameras at eleven locations on a three-mile section of the A663 Broadway between:
- Moston Lane East, close to junction 21 of the M60
- the start of the A627(M)
A total of 22 reported injury collisions were recorded on this route over a 5-year period, with 38 casualties.
We'll start work on Monday 20 January 2025. It will take around 3 months to complete.
To work safely and minimise disruption, we’ll work overnight (8pm to 5am) on weeknights only, when traffic volumes are lowest.
Our work will include some lane closures which may cause delays. Please allow plenty of time to travel.

A590 between Brettargh Holt roundabout and Ayside
We're installing average speed cameras at fifteen locations between Brettargh Holt roundabout and Ayside
This scheme will join on to/extend the current speed enforcement area - scheme constructed in 2023/24 between Greenodd and Ayside.
We'll start work on Monday 20 January.
Firstly we'll install:
- power supplies for the cameras
- signs informing drivers that there are speed cameras ahead
We'll install and calibrate speed cameras in early April 2025.
When will we be working
We'll be working for around 13 weeks. We expect to complete our work by 18 April 2025.
To minimise disruption, we'll either work:
- overnight
- during off peak daytime hours (9am – 3.30pm).
We'll constantly be moving our traffic management as we work from site to site. We'll often need to make changes at short notice.
We'll individually inform local businesses and residents who may have access affected by our works.

Project information
Overview
We’re always exploring ways to make our roads safer through a better understanding of driver behaviour. We do this using collision data, risk assessments and insights.
We're proposing average speed and traffic light cameras to reduce the number of collisions.
The aim of introducing camera technology is to enforce the current speed limit.
Cameras help reduce instances of drivers exceeding the speed limit for the road and running red lights by encouraging driver compliance. This brings safety benefits to all road users.
It is every driver’s responsibility to comply with the speed limits, which are clearly displayed on signs.
UK government statistics from 2022 show that 50% of drivers broke the speed limit on a sample of 30mph roads.

Our ambition remains that no-one should be harmed while travelling or working on our roads.
