Road to Zero Harm
Road to Zero Harm is an exciting and ambitious road safety initiative we’re championing to realise our vision, that no-one should be killed or seriously injured on the strategic road network. Achieving this vision will benefit the country, and the families and individuals whose lives continue to be affected by collisions on our roads.

We're committed to reducing the number of people killed or seriously injured on our road network.
But road safety is a shared responsibility - this ambitious task cannot be achieved by one organisation and we understand the limits of our control.
We know we need to work together to make zero harm a reality, that's why we've brought together a range of organisations to collaborate on the actions that will make the biggest difference to improving road safety.
Who are we working with?
We're working with:
- Department for Transport (DfT)
- Driver and Vehicle Standards Agency (DVSA)
- National Police Chiefs' Council (NPCC)
- National Fire Chiefs Council (NFCC)
- Local authorities via the Association of Directors of Environment, Economy, Planning & Transport (ADEPT)
What are we doing?
We've created a roadmap, and the next 12 months will see us collaboratively start to implement agreed safety measures, tasks and activities to put us on the best path to eliminating deaths and serious injuries.
With our partners, we'll work towards:
- managing speeds according to the design and uses of the road
- enhancing the in-built safety of roads and roadsides
- influencing the safety of vehicles using our roads
- supporting road users to interact safely with each other and the road environment
- influencing the timeliness and effectiveness of post-crash care
- continuously improving and adapting our road safety management by acting on insights from collision investigation and analysis, monitoring and evaluation, research and innovation
This ambitious task cannot be achieved by one organisation; we and all road users have a part to play in helping to reach this long-term goal. We look forward to sharing more details with you as we start to implement these safety measures.
