National Highways’ annual report on its performance and achievements in the operation, maintenance and improvement of England’s strategic road network for the year ending 31 March 2025.
These statements provide additional information about National Highways' performance for 2024-25.
Since 2015, we have received our funding from government through five-year investment cycles or road periods, set through the Road Investment Strategy (RIS) process. In the Written Ministerial Statement on 24 March 2025, the Secretary of State for Transport announced that, for 2025-26, strategic roads will be funded through a one-year interim settlement. While government intends to set a new multi-year strategy, this requires time to plan following the Spending Review announced in June 2025. This document therefore sets out our delivery plan for the interim period of 2025-26.
