    Junction improvements to begin in November

    We're improving Park Lane junction to make it safer for everyone.

    We're ready to start work on Saturday 8 November 2025. The work should be finished by spring 2026.

    What the improvements include

    The new junction will have:

    • pedestrian and cyclist crossings on all four sides, making it much easier and safer to move around the area
    • better traffic lights to help keep traffic and people moving smoothly
    • resurfaced roads and clearer signs to improve how the junction looks and works
    • a new crossing linking Park Lane with Park Lane West, giving people a direct route between homes and local shops and services
    What to expect during the work

    While we're building, there will be:

    • narrow lanes running 24 hours a day with a 30mph speed limit
    • some overnight closures when we need to change the traffic management setup
    • a temporary ban on right turns from the A5036 onto Park Lane
    • right turns from Park Lane and Park Lane West onto the A5036 will still be allowed

    What we're doing

    We're spending £7 million to upgrade the junction where Park Lane meets the A5036 Dunnings Bridge Road in Netherton.

    The upgrade will add new crossings for pedestrians and cyclists on all four sides of the junction. This will make it safer and easier for everyone to get around, whether you're walking, cycling, using a wheelchair, or pushing a pram.

    Why we're doing this work

    In September 2023, we announced plans to upgrade this junction after we had to remove the Park Lane footbridge.

    The bridge was knocked down in 2022 after a vehicle hit it, making it unsafe to use. Since then, we've had temporary traffic lights in place so people can still cross safely.

    What we've been doing

    Since we announced the scheme, we've been working with Sefton Council and our contractors to plan the work carefully.

    We've also done detailed traffic studies to keep disruption to a minimum during construction.

    We're finalising our plans for the junction upgrade

    In autumn of 2022, the Park Lane footbridge that crossed the A5036 had to be demolished after it was struck by a tall vehicle.

    We’ve since completed a feasibility study into providing a replacement crossing at this location suitable for everyone in the community.

    We had five key considerations when developing the replacement crossing: safety, convenience, congestion, affordability, and accessibility for all.

    Through our design work it became clear that a bridge at this location was unaffordable and other options presented significant advantages for cyclists, parents with pushchairs and people with mobility issues.

    Current design requirements mean that the ramps of a replacement bridge would be over four times longer when compared with the old bridge, adversely impacting the very people they are intended to help.

    We have concluded that upgrading the entire junction to include new combined cyclist and pedestrian crossing points on all four of its arms will mean easier and safer journeys for everyone, including those with mobility issues.

    Building a new pedestrian crossing at the A5036 junction with Park Lane and Park Lane West will mean we can remove the interim crossing installed on the route in 2023.

    We’re currently finalising our plans and will share further information over the coming months.

    We hope to start construction on the new crossing in 2024. The current interim crossing will remain in place until then.

Overview

Park Lane footbridge was located at the junction with the A5036 Dunnings Bridge Road in Netherton, Sefton. Following an incident in October 2022 in which the bridge was struck by a vehicle it had to be demolished for safety reasons.

While initial studies explored a like-for-like replacement, further feasibility work showed that a new bridge would be unaffordable and would not meet modern accessibility standards. 

Current design requirements mean ramps would need to be over four times longer than the original, making access harder for those with mobility challenges, pushchairs or bicycles.

We’ve concluded that upgrading the entire junction to include new combined cyclist and pedestrian crossing points on all four of its arms will mean easier and safer journeys for everyone, including those with mobility issues.

  • provide safer, more accessible journeys for pedestrians, cyclists and those with mobility challenges
  • improve traffic flow by optimising signals
  • enhance connectivity to existing and planned cycle routes
  • support healthier lifestyles through active travel
  • align with long-term plans for sustainable transport in the region
  • support local economic growth
