Statutory consultation National Highways holds a second public consultation, asking for feedback on design proposals for the preferred route.
Development Consent Order (DCO) application National Highways submits application for DCO to the planning inspectorate.
Supplementary consultation A supplementary consultation takes place, covering design changes made in direct response to feedback received earlier in the year.
Pre-examination People register with the Planning Inspectorate as an interested party and make formal representation about the scheme.
Public examination A panel of inspectors examines the application. People who have registered as interested parties can submit written representations and ask to speak at public hearings.
Decision The Secretary of State grants development consent on 12 November 2020.

Preliminary works Wessex Archaeology and Octavia are announced as the preliminary works contractors.
Statement of Matters In November 2021 the Secretary of State for Transport publishes a letter asking for information to help him reconsider the DCO application.
Judicial review A legal challenge to the decision to grant development consent is made in December 2020. The High Court makes its judgement in July 2021, reversing the decision and quashing the DCO.

Re-determination process In 2022 information is submitted to the Secretary of State for Transport to support the re-determination process.
Decision The Secretary of State grants development consent on 14 July 2023.
Judicial review A legal challenge to the decision to grant development consent is made in September 2023. The High Court is set to make its judgement soon.
